Fire and Rescue
Fire and rescue was a local authority service until 31 March 2013. Two of these covered the same areas as councils - Dumfries & Galloway and Fife. Six were responsible to joint boards of councils and covered more than one council area: Central Scotland, Lothian & Borders, Grampian, Highland & Islands, Strathclyde and Tayside.

Until March 2013, there were eight police forces in Scotland. Two of these covered the same areas as councils - Dumfries & Galloway and Fife. Six were responsible to joint boards of councils and covered more than one council area: Central Scotland, Lothian & Borders, Grampian, Northern, Strathclyde and Tayside.
From 2007/08 until 2012/13, these forces reported their performance through the Scottish Policing Performance Framework (SPPF). The framework included all of the Accounts Commission's statutory performance indicators (SPIs) for police services, and required forces to report nationally and locally against a range of indicators covering:
- Service Response
- Public Reassurance & Community Safety
- Criminal Justice & Tackling Crime
- Sound Governance & Efficiency
For each of these areas, there were high-level objectives reflecting national policing priorities. These were translated into three types of measures: Outcomes (what was achieved); Activities (the activity or process used to get the outcomes); and Inputs (the resources used). Additionally, there were Context measures, which provided information to allow a better understanding of the environment within which a police force operated.
