Council tenants' rent arrears have continued to rise. There was a 10% increase from the £37.4 million outstanding in 1999/00 to £42 million at the end of 2000/01. In addition, councils lost a further £28.1 million due to delays in re-letting empty council houses. The Commission believes this is evidence of a worrying trend in several councils.
